[ARES-SE] Call out system is broke

OK, but... "When all else fails..."

Some of us were monitoring the 146.64 repeater most of the day, and aside
from hearing KD5AON calling KA5CVH a few times and a few people kerchunking,
there was no other traffic.

Had this been an actual emergency... Well, I sure hope we don't pay money to
the company that runs the call-out server.
