[ARES-SE] Southeast ARES participation in TS Edouard event

My served agency was the National Weather Service Office in League 
City.  I arrived at the NWS office at 6 AM and stayed until 2:40 PM.  I 
was primarily on standby in the event that any severe weather developed 
since there was a risk of tornadoes during and after landfall.  
Fortunately, this threat never materialized and this was primarily a 
torrential rainfall event.  Since there was no severe weather in the 
area, no SKYWARN net was called and I read off both the National 
Hurricane Center bulletins and the local NWS Hurricane Local Statements.

I did have my base rig set to scan Saltgrass, W5RRR, GCECG, and 
147.000MHz so I did hear the bulletins while waiting for the NWS request 
for operators.  GCECG was also monitoring 147.000MHz during this event 
since the GCECG radio room and the SKYWARN console are co-located.

Everything with the exception of our 80m antenna went well.  There was 
an issue with signal strength when we tried to check in to the 80m ARES 
net.  This problem is being looked at.

The present positions of the tropical cyclone were broadcast on APRS.  
Weather warnings are also broadcast on local APRS.
