Here's my take on the State phone call today at 0900 .  Please disseminate
as you see appropriate:

 

Prediction from NWS:

- There is low probability of Gustav hitting Tx coast line

- there is a high probability of it hitting around new Orleans

- There is a high probability of a heavy rain event in East Texas Tuesday or
Wednesday

 

Action:

- Tx will provide mass care in Nth Texas, Austin, San Antonio

- mass care/shelter phone conf this afternoon for 150+ shelter operation

- 7800 special needs have been evacuated from SE Texas

 

Once it is certain that Tx will not receive a direct hit:

- due to the heavy rain forecast, a large operation will be underway to
return evacuees to their place of origin

- this will place a heavy load on fuel supplies for the 700+ buses and also
on highways 

    this has to be complete before the heavy rain event

 

Our mission?

Our value will be in the following;

- we should support any restriction to above evacuation objectives

      fuel shortages, traffic problems, 

- special needs

- most activities would be outside Harris County, so most useful
communications may be via

        HF nets (ARES, RACES on Monday?, MARS)

        Saltgrass

        DStar (REF002A) along all Gulf Coast. W5HDR in Houston on 146.470
